IV WeGO General Assembly concerning creation and development of "smart cities" to take place in the Ulyanovsk region in late June

More than 250 delegates from various countries of the world will arrive to the region to participate in the event.

 The Assembly will take place on June 27-30 in the regional center. Representatives of ministries and departments, which are responsible for development of the "smart cities" technologies, mayors of cities, heads of the leading IT companies and international universities and other experts will take part in it. They will discuss implementation of the best world and domestic practices in the field of Smart City technologies and their availability to all world citizens, as well as barriers to adoption of these technologies. Among the guests that have confirmed their intention to take part in the event is the Minister of Strategic Affairs and Information of the Republic of Sudan  Mohamed Abusalih, the Participation Project Director of the Government of Spain Miguel Arana Catania, the Vice-President of the Shanghai Academy of Social Sciences Youmei Yang, the Director of the Tourism Department of Chile Temuco Loretto Gayete and others.

WeGO unites city governments in the countries from all over the world that are interested in improving the quality of life of the people through e-government and information technologies. The Ulyanovsk region has been actively cooperating with the World Organization since 2010, and in 2013, the region was chosen as its European regional office.

By order of the Governor of the Ulyanovsk region Sergey Morozov, a "smart region" concept, which specifies implementation of modern intelligent technologies in all spheres of life, is being developed in the region. There are already successful examples of their use. In particular, the "A Single Accounting System for Energy Consumption" project (by OOO "Ais Gorod"), which allows municipalities of the Ulyanovsk region to save energy resources. Another example is a project on upgrading of the street lighting system (by OAO "Rostelecom") which will make it possible to control the condition of networks, to keep account of energy consumption and etc. In addition, a project of OOO "Informacionno-tekhnicheskie sistemy" on construction and installation of a bus stop pavilion with such features as tracking of traffic, emergency calls to the Ministry of Emergency Situations and state services, which could be received through the website www.gosuslugi.ru, was launched in the test mode.

The programme of IV WeGO General Assembly will consist of six sessions with discussion of various issues regarding development of "smart" cities. Among the subjects proposed by organizers are "Way towards sustainable and smart city", "Internet of things: big data and analytics of big data", "Open innovations and "live laboratories" for a "smart city", "A smart and ecologically sustainable city", "Problems and solutions for management of smart cities and their financing", "Smart cities" and regions of Russia".

Within the IV WeGO General Assembly it is also planned to hold a forum "Digital solutions for "smart cities" where advanced technologies for development of e-governments, including on-line education, on-line health care, on-line transport and "smart" parking, will be presented.

In addition, review of the III WeGO Smart Sustainable City Awards results will take place on 28 June. According to organizers of the event, authors of 76 projects from 56 cities became candidate to win this award. Among the judges is Kirill Svyatov, the Dean of the Information Systems & Technology Faculty of Ulyanovsk State Technical University. Three winners will be announced within WeGO Assembly.

"It is great honor for us to host an international event in Ulyanovsk which will concern the issues of implementation of the latest technologies in health care,  housing and public utilities, transport, education, urban planning and other spheres of life. We are going to see the most successful examples of implementation the practices on establishment of "smart" cities, which we will be able to use in the Ulyanovsk region in the future. we are planning to adopt the regional concept "Smart region" at the meeting of the WeGO General Assembly. It is an important document that will allow us to solve the whole complex of issues on stimulation of economic and social growth of the region", - said Svetlana Openysheva, the Director of Corporation of IT Development.

Organizer of the event are the Government of the Ulyanovsk region, the regional state public institution "Government for Citizens", the Directorate of sporting and mass participation events in collaboration with the World organization. "Together with colleagues from Korea we are completing preparation of applications and documents to provide visa support and transportation of participants of the General Assembly to the venue. In addition to the core work at sessions of the forum, participation in an exhibition and WeGO Award, the Directorate is developing an entertainment programme for international guests,  which will show wealth and color of not only Russia as the whole but also the Ulyanovsk region", - commented Denis Radayev, the Head of the Directorate of sporting and mass participation events.

Today WeGO includes 115 cities from different countries of the world - North America and South America, Europe, Asia, Africa, the Middle East. Russia is represented by three cities (Moscow, Vladivostok, Yakutsk) and the Ulyanovsk region. The Secretary General of WeGO Europe Regional Office is Svetlana Openysheva.

WeGO General Assembly was held in Seoul (Korea) in 2010, in Barcelona (Spain) in 2012, in Chengdu (China) in 2014. In 2017, the General Assembly will take place in Ulyanovsk (Russia).
