Mikhail Babich: "Conditions for investors created in the Ulyanovsk region are the most comfortable"
On May 25, the Presidential Plenipotentiary Envoy to the Volga Federal District participated in the opening ceremony of a Bridgestone plant on production of tires, which is the first one in Russia and the CIS. The Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation Kozuki Toyohisa, the Governor Sergey Morozov, as well as the management of Bridgestone Corporation and Mitsubishi Corporation attended the event.
Mikhail Babich highly praised achievements of the head of the region on creating favorable conditions for investors and business development. “It is not the first plant which will be opened in the territory of the Ulyanovsk region. There is still a significant amount of projects that will be implemented in the nearest future. I cannot but thank the Governor and his team for this. Special thanks shall be given to our Japanese partners because they had to make a difficult choice where to build this plant. There were other regions which participated in the competition. We are grateful that it was the Ulyanovsk region that was selected, our Special Economic Zone "Zavolzhye". And I am convinced that it will be really comfortable for you to work here and your business will develop successfully. And of course I congratulate employees of the enterprise because they got 550 hi-tech jobs at the state-of-the-art enterprise. Residents of Ulyanovsk will have an opportunity to master new technologies and to work in a world class company and receive good salary in modern and comfortable conditions”, - the Envoy said.
The new plant was placed on a land plot of 81 hectare in the industrial park "Zavolzhye". It is one of the largest investment projects on the amount of investment - 12.5 billion rubles - that was implemented in the territory of the Ulyanovsk region. Currently 550 people are working at the enterprise, and this amount will reach 800 employees when it reaches its full capacity load.
As Kozuki Toyohisa emphasized, Bridgestone is a large Japanese company with advanced technologies and the highest quality of production. “Opening of the new plant will become the new page in the history of the company, a symbol of cooperation between Japan and Russia. The Japanese-Russian relations are developing rapidly under the leadership of the President of the Russian Federation Vladimir Putin and the Prime Minister of Japan Shinzo Abe. They are the main people that help to develop this direction and they trust each other. Now Japan and Russia are working to strengthen their economic cooperation. We continue to strive to improve the quality of life of Russian citizens and we intend to develop mutually beneficial relations. The plant, which has opened today, can prove it. I hope for further improvement of friendly bonds between our countries,” - the Ambassador noted. He has also expressed gratitude to the Governor Sergey Morozov for support of the project and has wished every success in development of the Bridgestone company.
The head of the region, in turn, thanked Mikhail Babich for his trust, as well as for the constant help and support that he gives to the region. “Thirty territorial entities of the Russian Federation participated in the competition for foreign investments. But for the Envoy's will, who vouched for us, this plant might not even exist. Twenty-seven plants were built in the Ulyanovsk region over the last eight years, and this is only the start. This year we will begin construction of 14 more plants and we will put more than 10 new enterprises into operation. Thus, the synergetic effect of this economic zone, the port economic zone and the economic zone of the Ulyanovsk Aviation Industrial Complex will help us to almost double gross regional product within a short period of time. Ten years ago, it amounted to 102 billion rubles. Last year we achieved the result of 318 billion. We will execute all orders of Mikhail Babich on formation of special climate for our investors and we will do our best so that the Ulyanovsk region will fulfill all the obligations according under Decrees of the President”, - the Governor Sergey Morozov reported.
Bridgestone Corporation is the world's leading manufacturer of tires and it owns more than 180 enterprises and maintenance centers in 26 countries of the world. On 12 April 2013, an investment agreement was signed between Bridgestone Corporation, Mitsubishi Corporation, Government of the Ulyanovsk region and OAO "Ulyanovsk Region Development Corporation". On 1 April 2014, construction of the plant started in the industrial park "Zavolzhye" in the presence of the Minister of the Embassy of Japan in Russia, the Governor of the Ulyanovsk region, the executive management team of the company.

I want to thank the Governor and the Government of the Ulyanovsk region, Ulyanovsk Region Development Corporation, as well as federal institutions that provided us with great support in project implementation", – emphasized Kazuhisa Nishigai, Chief Operating Officer of Bridgestone Corporation.
The President of Mitsubishi Corporation Takehiko Kakiuchi expressed confidence in successful project implementation. “I hope that tires manufactured at the Ulyanovsk enterprise of Bridgestone will take the leading position in the Russian market”, – Mr. Kakiuchi noted.
The Director-General of Bridgestone Tire Manufacturing CIS Hiromi Tanigava, in turn, emphasized that the company pays great attention to environmental issues at the plant. The Union of Tires Manufacturers and Importers has been created and one of its founders is Bridgestone. The main objective of this union is to observe the requirements of tires utilization set by the state, to stimulate development of the recycling market for the tire industry, to decrease the number of unauthorized landfill sites of tires.
