Experts of MAKS-2017 supported the initiative of the Governor of the Ulyanovsk region Sergey Morozov to create an interregional aviation cluster
The head of the region made this offer during his speech at the panel discussion "Regional Cluster Policy in Aircraft Industry" within the International Aviation and Space Salon, which will take place in Zhukovsky from 18 to 23 July.
Among the participants was the Deputy Director of the Department for Regional Industrial Policy of the Ministry of Industry and Trade of the Russian Federation Denis Tsukanov, the Director-General of the Association of Clusters and Technoparks of Russia Andrey Shpilenko, the Head of the Union of Aviation Industrialists of Russia - the Vice-President of PAO "United Aircraft Corporation" Sergey Yurasov and others. Territorial approaches when forming federal and regional cluster policy became the main subject of discussions. Other topics included the criteria during creation of an interregional aviacluster, different ways of managing and the level of cooperation between enterprises.
“We think that it is high time for many regions to go beyond their administrative territories and to create interregional clusters. For example, there are some other regions around the Ulyanovsk region, such as Tatarstan and the Samara region, that work in the aviation industry. We think that we could create a prototype of the future Russian aerospace cluster here. It will allow to assemble planes more quickly. This, in turn, will ensure faster development of our economy and enterprises working in this sphere. Establishment of an industrial cluster in the Ulyanovsk region will help us to use federal funds for development of the enterprises", - Sergey Morozov emphasized.According to the Director-General of the Association of Clusters and Technoparks of Russia Andrey Shpilenko, today the Ulyanovsk region has great potential for development of industrial clusters. “This shows that there is a system of cooperation between the enterprises in the region. However, the existing cooperation ties do not always provide industrial enterprises with an opportunity to receive state support. Thanks to an initiative of the Governor Sergey Morozov on creation of an interregional aviation cluster, the enterprises will be able to count on additional support. It will make the territory of the Ulyanovsk region attractive to potential investors. The industrial infrastructure, which has already been built, will create a synergetic effect for potential investors and will increase investment attractiveness of the region”, - Andrey Shpilenko emphasized.
