Design of the President Bridge in the Ulyanovsk region was used as a prototype for one across the Kerch Strait
On 22 September, the President of the Russian Federation Vladimir Putin held a meeting of the State Council Presidium. The main topic was comprehensive development of passenger transportation in Russian regions.
“We need to create modern, convenient infrastructure and remove bottlenecks that have existed for decades ‒ as we did by completing major bridge crossings and bridges, the construction of which was started back in the Soviet era and then was stopped and abandoned. We completed 22 bridges; one of them is here in Ulyanovsk ‒ the biggest and the longest bridge in Russia. Its length is 5.825 meters, and the total length of the bridge crossing is almost 13 kilometers. Construction started in 1985, but was then suspended. It was completely frozen in 1995. And only in 2006, we resumed construction and completed it in three years. The same goes for the other 22 bridges. We should never allow such things in the future,” – said the President Vladimir Putin.
The Governor Sergey Morozov thanked the head of the country for his support in construction of the bridge.
“Vladimir Vladimirovich! I want to complete the assignment given to me by inhabitants of the region and to thank you for the unique bridge across the Volga. It is an integral part of Ulyanovsk and helped to solve problems of passenger transportation and the transport system of the region, as well as the one of the whole European part of the country. It was your decision and the support that helped us to complete construction, which had continued for 20 years, in the shortest possible time - just three years! The name of the bridge was determined by a popular vote, and today it is rightly called the President's one. I would also like to mention that our bridge across Volga, in a way, has become a prototype of the Kerch Strait one, while the same technologies are used for its construction”, - Sergey Morozov said.
The unique bridge across the Volga River, which later received its name the "President Bridge", was put into operation in 2009. The facility fully conforms to the most modern construction and ecological requirements and regulations. Unique technologies, which allowed to increase the quality and the reliability of the bridge, were developed and successfully applied along with traditional methods during the construction. In November 2011, the first stage of the second start-up complex located on the right coast was complete, which reduced overmileage by almost ten kilometers.
The Plenipotentiary Representative of the Presidential Plenipotentiary Envoy to the Volga Federal District Mikhail Babich, the Minister of Transport of the Russian Federation Maxim Sokolov and the Governor of the Ulyanovsk region Sergey Morozov visited the President Bridge on 22 September. They discussed implementation of a project on construction of the second phase of the bridge. It assumes that a road junction will be created near the bridge crossing on Doctor Mikhaylov St., which will allow to make the route Novy Gorod considerably shorter. The parties also considered the possibility to open the lower road.

The President Bridge is one of the longest bridges in Europe and one of the largest river bridges in the world. It is unique as far as its length and design are concerned. The traffic load is 26 thousand cars a day.
Unique technologies, which allowed to increase the quality and the reliability of the bridge, were developed and successfully applied along with traditional methods during the construction. So, the original design of road surfacing was used - a two-layer covering made of polymeric bituminous concrete ("cast" asphalt) and stone mastic asphalt (SMA). It allowed to increase reserve maintenance period of the highway considerably. Weight-checking points were constructed, which are necessary for the safe traffic flow of heavy-freight transport across the bridge.
The construction strived for strict compliance with modern ecological requirements, which includes systems of wastewater drainage and purification, as well as sound barriers that were installed in residential area to minimize the noise from traffic flows.
Technical characteristics of the bridge: the bridge length over the Volga River is 5.825 running meters, and about 13 kilometers including the connecting highway. It has 25 spans of frame type of 220 meters and weighs more than 4.000 tons. The Ulyanovsk Bridge consists of two levels: a four-lane upper road and a two-lane lower ones.
