Year of Ecology in the Ulyanovsk region saw dozens of projects implemented to protect the environment

Results of the thematic year, which was named like this by the President of the Russian Federation Vladimir Putin, were summed up on 22 January. During the ceremony, the Governor Sergey Morozov declared 2018 as the Voluntary Ecological Year.



“Last year out main tasks were to ensure protection and preservation of nature and the environment, as well as to create and develop environmental literacy in the territory of the region. In 2018, we will have the Year of Volunteers. Supporting this federal initiative, we have also made the decision to announce it as the Voluntary Ecological Year in the territory of the Ulyanovsk region. This means that we will double our efforts in this sphere. The regional volunteer movement should interact with the social environmental movement of the country more actively. It will allow us to address ecological challenges that are common for different territories”, – the head of the region said.

During the Year of Ecology and Protected Areas, the region held many important activities. A lot was done to develop protected areas. “Creation of the national park "Sengileevsky Mountains" has become one of the most significant events. In 2017, we also made the decision to create a UNESCO Geopark "Undoriya" in the territory of the region. These projects will indirectly support another one, which development has already been started in the region, – the Green Shield. In addition, in 2017 the Ministry of Natural Resources of the Ulyanovsk region carried out inventory count of all regional protected areas in order to improve their work”, – noted Mikhail Semyonkin, the Minister of Agriculture, Forestry and Natural Resources of the Ulyanovsk region.

According to him, a number of the projects launched in the Year of Ecology will have significant long-term perspectives. For example, 25 protected areas of the region were named as places of active scientific research that also attract different tourist flows. Most of them have routes. Sengilevsky, Radishchevsky, Karsunsky, Inzensky, Baryshsky, Sursky, and Terengulsky districts are the most popular ones.

According to the experts of the relevant agency, an action plan for the Voluntary Ecological Year has already been developed today. First of all, all events will be aimed to involve in the ecological movement legal entities that are ready to improve springs and small rivers of the region on voluntary basis, as well as to participate in ecological clean-up activities. The action plan will also include educational events. Their main tasks will be to promote implementation of environmental regulations and to develop a system of separate waste collection.

During the event, the head of the region Sergey Morozov and Ruslan Gubaidulin, the Director of the Clean Country Association, signed an agreement, which aims to create a hi-tech recycling market in the Ulyanovsk region. “The country is carrying out a major "garbage reform". By 1 January 2019, each territorial entity of the Russian Federation will have chosen a regional recycling operator. It is a welcome fact that the Ulyanovsk region has already approved the territorial scheme and is getting ready to carry out a tender among operators”, – Ruslan Gubaidulin said.

The region has already started forming of a new market model to deal with municipal solid waste using public-private partnership. The new territorial scheme includes finding waste contributors, target indicators for waste neutralization and utilization, and recycling facilities. In total, it is planned to place five recycling facilities in the territory of the region. Investment agreements on their construction have are already been signed. The first waste sorting complex (OOO "CET") located in Ulyanovsk started work at the beginning of 2017; the second one (OOO "Contrakt Plus") in the Big Klyuchishchi village, Ulyanovsk District, – in July 2017.
