Ulyanovsk region to start formation of a new energy industry

Anatoly Chubais, the Chairman of the Executive Board of RUSNANO, announced at the Round Table (subject: "State and prospects of development of nanotechnology in the Russian Federation"), which took place in the State Duma of the Russian Federation on 4 April. The list of speakers included leaders of political parties in the State Duma, such as Sergey Neverov from United Russia and Vladimir Zhirinovsky from LDPR, as well as the Governor of the Ulyanovsk region Sergey Morozov.


In his speech, Sergey Morozov noted that for the region, cooperation with RUSNANO had become a starting point for formation of a hi-tech economy. It began with construction of the first stage of the ULNANOTECH nanocenter in 2013. Today there are 10 technological companies and two basic departments created together with the Ulyanovsk State Technical University. Over four years of work, the nanocenter has launched more than one hundred startups in a number of the spheres, which include alternative power engineering, biotechnologies and molecular genetics, built-in electronics, and new technologies of construction.

In addition, Anatoly Chubais noted that the company has given start to development of a new industry in Russia:  the country's first wind farm has been created in the territory of the Ulyanovsk region. According to him, 100 billion rubles will be invested in construction of wind farms. He has also expressed confidence that by 2027, energy generation in this sector will have increased several-fold.

Sergey Morozov has confirmed that now the first stage of the wind farm with the capacity of 35 MW has already been constructed, all 14 wind generators have been installed and are generating energy. The head of the region has noted that in the long term, this wind farm can become a part of the Wind Energy Development Fund. Today a production cluster for wind driven generators is under development in the territory of the region.

In September 2017, an agreement was signed on construction of a plant for production of blades for wind generators. The list of investors included RUSNANO, Ulyanovsk Technology Transfer Centre and Vestas (Denmark), the world leader in the sphere of wind power industry. The approximate output will amount up to 300 blades a year. More than 200 jobs for highly-skilled professionals will be created and over one billion rubles of investments will be attracted.

The same project will help the region to apply a new investment tool – the special investment contract in the sphere of alternative power engineering. The document was signed with the Ministry of Industry and Trade of the Russian Federation at the Sochi Investment Forum in February, 2018. Thanks to the project, a wind power center of competences will be created in the region. The training of students at the wind power-engineering profile will start at ULSTU.

In addition, the Governor of the Ulyanovsk region has noted that it is necessary to encourage the use of similar cooperation practices in the innovative sphere.

According to Sergey Morozov, for this purpose it is necessary to ensure that  RUSNANO and its structures will provide financing for projects not only in the sphere of nanotechnologies, but also other high-tech innovative developments. "At the moment there is a vital limitation – "nano". I suggest considering the possibility to avoid this restriction, to rely on high technologies and to extend spheres of interest", - said the head of the region.

In addition, the Governor has taken the initiative to enhance measures of the state support for innovative projects. According to Sergey Morozov, this offer is connected with the regional megaproject "Technological Valley", which is estimated to attract more than billions of rubles of investments into the regional economy. The main idea of this project is to create a territory with a special ecosystem for intensive research and development. State support is very important for implementation of such large-scale projects; in particular, this includes legal and tax regimes, as well as visa and migration ones for foreign experts - similar to the regimes that are used in the Skolkovo project.

The Governor has encouraged deputies of the State Duma, participants of the round table discussion, to support relevant amendments to the federal law "About the Innovative Center "Skolkovo".
