Plant for painting of narrow-body aircraft to be built in the Ulyanovsk region
The agreement was signed by the Governor Sergey Morozov at the St. Petersburg International Economic Forum, which took place in St. Petersburg on 24 May.
The document was concluded between the Government of the Ulyanovsk region, Ulyanovsk Region Development Corporation, AO "Spektr-Avia" (Russia) and STTS GROUP (France).

Ulyanovsk painting plant of Spektr-Avia is the only enterprise of this kind in Russia, which also corresponds to all world requirements. Thank to collaboration with Europe's leading company in the sphere of aircraft refinishing, we will be the first in Russia to use the latest technologies in our work”, – the Governor Sergey Morozov emphasized.
Ulyanovsk specialized painting complex "Spektr-Avia" has one of the five largest painting workshops in the world. The plant has been working in the territory of the Aviastar-SP plant's aircraft industry complex in Ulyanovsk for more than 18 years. More than 600 planes of both domestic and foreign production have been painted over this time. Professional skills of experts and modern equipment of Spektr-Avia allows painting of any complexity. The hangar of 96х96х34 meters makes it possible to work with Boeing 747 and Airbus A320, three medium-haul Boeings 737 or five regional SSJ-100 aircraft simultaneously.
AO "Spektr-Avia" is the main production for coloring of aircraft made at the majority of UAC plants, such as Aviastar-SP, Voronezh Aircraft Production Association, Sukhoi Civil Aircraft, Beriev Aircraft, Kazan Aviation Factory. The plant also works with planes manufactured at the leading Russian airlines, including the presidential Special Flight Squadron "Rossiya». In addition, Spektr-Avia performed a full painting of Boeing 747-467F aircraft according to requirements of the European Aviation Safety Agency (EASA). The event took place in 2016 for the first time in Russia. Thanks to close cooperation with Russian partners, Ulyanovsk enterprise had an opportunity to paint aircraft registered both in the Russian Federation and abroad.
The existing facility of AO "Spektr-Avia" is used for painting of wide-body aircraft, while the one to be built will serve narrow-body aircraft. A separate legal entity - OOO "Spektr Aero" - has been created for this purpose.
Investment into the project will make 350 million rubles.
“The plant will be built by the end of this year; design work has already started. It is planned to put it into operation by 2020. In total, at least 120 jobs will be created. Today Spektr-Avia transfers about 25 million rubles to budgets of all levels. New production will allow us to double the turnover, and this will also help to increase the amount of received taxes”, – commented Alexander Polyakov, a member of the Board of AO "Spectr-Avia".According to the experts of AO "Spektr-Avia", the new enterprise will use the programme for construction of SSJ-100 planes until 2025. This document assumes release of these aircrafts starting from 2023 in amount of 42 units a year, as well as other planes made by UAC plants (up to 70 units a year). The project will also provide painting of narrow-body aircrafts, including foreign Boeing 737 and Airbus A320.
