Aleksey Russkikh: "Ulyanovsk Region Will Continue Working with the Association of Innovative Regions of Russia"

During the Gaidar Forum "Russia and the World", which took place on 13 January, the Governor took part in the general meeting of the Association of Innovative Regions of Russia. The participants endorsed the association's annual report for 2021 and the action plan for 2022.

Governor Aleksey Russkikh noted, “Innovation development is a vital and carefully considered strategy for the Ulyanovsk region. Our future lies in improving the academic and technological potential, as well as creating modern high-tech industries. The region has approved an innovation policy implementation plan for 2021-2023 and we will move steadily in this direction, which includes developing cooperation with the Association of Innovative Regions of Russia (AIRR).”

The Ulyanovsk region has been a member of AIRR since 2012 and was included in the TOP-10 of its innovation development rating five times. After the first eleven months of 2021, the volume of high-tech and science-intensive products made by large and medium-sized enterprises of the region exceeded 179 billion rubles and increased by 18.4% compared to the same period in 2020.

Representatives of the region took part in more than 20 events of the Association in 2021. Their aim was either to teach new practices or to broadcast their own experience in attracting investment and developing innovations, science and technology.

A delegation of AIRR regions visited Ulyanovsk in December 2021. The business trip's route included the Research and Development Center for Fundamental and Applied Bioecology and Biotechnology named after I.N. Ulyanov, ULNANOTECH nanocenter, Ulyanovsk Machine Tool Plant (DMG MORI), and Vestas plant for production of blades for wind-powered generators. Representatives from Tatarstan, Kaluga, Novgorod, Novosibirsk and Irkutsk regions, as well as Altai Krai, commended the experience of their Ulyanovsk colleagues.

Cooperation between the Ulyanovsk region and AIRR will continue in 2022. The region is going to participate in the St. Petersburg International Economic Forum and the Russian Investment Forum in Sochi, where the Association traditionally provides its members with information resources and organizational support.

Innovative development of the Ulyanovsk region for the next two years will aim to advance strategic development, to upgrade cluster-based policy, to improve financing of innovation activities, to develop such spheres as intellectual property, innovative infrastructure, interregional and international relations, and technological

initiative, to provide conditions for marketing of innovative products, to promote technology entrepreneurship, and to train personnel for these new fields.
