Ulyanovsk Region: Youth Support Is a Priority for the Regional Government

Possible solutions to this problem, as well as plans for the industry development, were discussed at an extended meeting of the regional Ministry of Youth Development on 25 February. The event was attended by Roman Kogtev, Deputy Chairman of the Ulyanovsk Region Government, and representatives of the industry and youth organizations.

“Guided by their interests, young people prompt and implement changes, which, in turn, promotes development of the region. We will definitely support them as this is the only way to achieve the overarching objective set by the Governor - to stop the continuing exodus of youth from the region by providing them with an opportunity to live, study and develop in the Ulyanovsk region,” said Roman Kogtev.

As noted by Artyom Miroshnikov, Minister of Youth Development of the region, it is important to create spaces for self-realization of the youth, as well as programmes and measures for systemic interdepartmental communications.

He said, “This year marks five years since the Ministry of Youth Development was created. It is time to review and revamp our work. We must create and gradually develop our brand - the one that will represent youth of the Ulyanovsk region and will be recognized anywhere in the country. It is important to implement projects and hold events that young people want and will participate in.”

The ministry has several promising areas of work, which include developing partnership with federal youth organizations, running interregional, all-Russian and international events, and updating and keeping the regional register of children's and youth organizations.

The department also develops a support system for socially oriented non-profit youth organizations. The Provincial Competition of Youth Projects is held in the Ulyanovsk Region to promote youth initiatives. Its prize fund will be increased to 3 million rubles in 2022.

During the board meeting, the participants presented reports on activities of the Ulyanovsk Youth Theater, Ulyanovsk branch of the all-Russian public organization "Russian Union of Youth", the autonomous non-profit organization for development of volunteerism and charity "Happy Region", and Young Office. They also discussed projects of the "Ulyanovsk - the Capital of Culture" Foundation regarding youth policy, ways to help working youth, and cooperation between the Ministry of Youth Development and the regional Agency for Human Potential and Workforce Development.

In the nearest future, the Ministry of Youth Development is planning to create Youth Councils at sectoral ministries of the region. This will motivate young people to work with executive authorities and will also create a good talent pool.
